General Secretary To Lam Receives Lao General Secretary and President Thongloun Sisoulith on the Occasion of the Opening for Signature of the Hanoi Convention

General Secretary To Lam met with General Secretary and President of the Lao People’s Democratic Republic Thongloun Sisoulith, who was visiting Viet Nam to attend the Opening Ceremony for Signature of the United Nations Convention against Cybercrime.

During the meeting, General Secretary To Lam highly appreciated General Secretary and President Thongloun Sisoulith for personally leading the Lao delegation to attend the Opening Ceremony for Signature of the United Nations Convention against Cybercrime, expressing his firm belief that the participation of the Lao General Secretary and President would make an important contribution to the overall success of the event.

General Secretary To Lam congratulated and commended the significant achievements attained by the Party, State, and people of Laos in recent years, particularly in Party building, political system consolidation, constitutional amendment, and administrative apparatus reform. These efforts, he noted, have created new momentum for formulating policies and development orientations for the country in the new phase, ensuring the maintenance of independence and self-reliance, political stability, and socio-economic development. General Secretary To Lam affirmed that Viet Nam consistently provides strong and comprehensive support for Laos’s renewal process, stands ready to share experience, and attaches the highest priority to supporting Laos in successfully organizing major national events.

General Secretary To Lam once again expressed his high appreciation for the Lao General Secretary and President’s participation, together with the Lao delegation, in the Opening Ceremony for Signature of the Hanoi Convention, reiterating his confidence that such participation would significantly contribute to the overall success of the event.

For his part, General Secretary and President Thongloun Sisoulith expressed his pleasure at attending the ceremony as an honorary guest and witnessing the Opening Ceremony for Signature of the United Nations Convention against Cybercrime. He congratulated Viet Nam on its proactive and active engagement in the negotiations from the outset and on hosting the signing ceremony, which clearly demonstrates the Party and State of Viet Nam’s strong commitment to combating cybercrime. He noted that the Convention would serve as an important legal framework for ensuring cybersecurity and facilitating sustainable development for Viet Nam, Laos, and their partners.

General Secretary and President Thongloun Sisoulith expressed his deep impression with Viet Nam’s continuous development over 40 years of renewal. Viet Nam, he observed, has maintained political stability, achieved sustainable economic growth, improved people’s living standards, strengthened national defense and security, and increasingly enhanced its international standing. He particularly noted that by 2025, Viet Nam is expected to enter the group of upper-middle-income countries, with an income level of approximately USD 5,000 per capita per year. These important achievements, he affirmed, demonstrate the correctness of the development path pursued by the Party and State of Viet Nam.

The two leaders agreed to promote bilateral trade growth, expand infrastructure connectivity, and effectively implement strategic cooperation projects, thereby creating new momentum for a phase of effective and long-term sustainable cooperation for the common interests of the two countries.

General Secretary To Lam and General Secretary and President Thongloun Sisoulith highly valued the continued substantive and comprehensive development of bilateral cooperation. In addition to strengthening cooperation in political, defense, and security fields, the two sides agreed to further promote breakthroughs in economic cooperation commensurate with the high level of their political relations. They concurred on boosting bilateral trade growth, expanding infrastructure connectivity, and effectively implementing strategic cooperation projects, thus generating new driving forces for effective and sustainable long-term development cooperation for the mutual benefit of both countries.

The two leaders exchanged views on specific areas of cooperation, emphasizing continued attention and direction to adequately address bottlenecks in implementation. They also discussed practical measures to facilitate and support Vietnamese enterprises in investing and cooperating in Laos, thereby contributing to Laos’s socio-economic development.

The two leaders also exchanged views on recent notable developments within each Party and each country, and expressed their sincere sympathy and shared concerns over the severe losses caused by recent natural disasters, storms, and floods in both Laos and Viet Nam.

In the context of rapid and complex changes in the international environment, the two leaders agreed that Viet Nam and Laos should further strengthen unity and close bonds, enhance consultations, proactively coordinate closely, and support each other at multilateral and regional forums, including ASEAN. They committed to mutually supporting one another in successfully achieving the goals of each Party and each country, particularly the successful organization of National Party Congresses and National Assembly elections for the new terms in both countries.
